WORKING GROUP – WORKERS

The Section of Relations with Civil Society of the Secretariat for Access to Rights and Equity and the Department of Summits Follow-up welcome you to the Working Group on Workers of the Virtual Hemispheric Forum with Civil Society, Social Actors and Workers in preparation for the 46th regular session of the OAS General Assembly which will take place on June 13 - 15, 2016 in Santo Domingo, Dominican Republic.

This Working Group will be led by the Trade Union Technical Advisory Council (COSATE) and the International Trade Union Confederation (ITUC) in alliance with the OAS General Secretariat. These organs are responsible for the elaboration of the document of recommendations to be submitted to the Assembly, on the basis of the contributions made in this Forum and other labor union position documents at the hemispheric level. In addition, these organs will define internally and autonomously the participants and spokespersons that will represent the workers at the General Assembly.

WHAT IS THE PURPOSE?

  1. Encourage a negotiation process of the Draft Declaration of Santo Domingo that takes into account the perspectives of the workers of the region;
  2. Facilitate the dialogue and exchange of experiences between a larger and more representative group of civil society organizations, social actors and workers in the Hemisphere;
  3. Draft a document of recommendations on the Draft Declaration of Santo Domingo to be submitted to the consideration of Member States in the CISC;
  4. Formulate questions that will be directed to the Secretary General of the OAS in the Dialogue that will be held in Santo Domingo.

These recommendations will be presented to Member States in a Special Session of the Committee on Inter-American Summits Management and Civil Society Participation in OAS activities (CISC) and will contribute to the negotiations of Member States on the Draft Declaration and the topics related with the Inter-American agenda that will be adopted in the 46º General Assembly of the OAS.

This Working Group will be moderated by Marta Pujadas, President of COSATE; Iván González of the ITUC; and María Claudia Camacho of the Executive Secretariat for Integral Development, who will guide the discussion, respond to comments and provide support for the formulation of recommendations. 

Principles:

Recognition and respect for diversity: The participation of civil society entails the recognition of the legitimacy of diverse perspectives and interest regarding the subject that is being addressed.

Transparency and access to information: The objectives, scope, process and results of this Forum will be of public knowledge.

Additionally, the right to Freedom of Expression will be guaranteed: participants will have the right to express their positions and proposals freely, in a manner that is cordial, tolerant and respectful to other points of view. 

Methodology: 

- Participants will have the opportunity to discuss, exchange experiences and issue recommendations on the Draft Declaration of the General Assembly. 

- The moderators will:

  • Direct and stimulate the discussions between participants.
  • Answer any question presented in the space.
  • Answer any question presented in the space.
  • Collect the questions that the participants want to ask the Secretary General at the Conversation. 

- The moderators will ensure that:

  • The recommendations on the Draft Declaration are constructive, to the point, and in relation to the contents of the Draft Declaration of the General Assembly.
  • The diversity of postures and opinions is faithfully reflected in the document.

Dear participants,

Welcome to the First Hemispheric  Virtual Forum with Civil Society, Social Actors and Workers in preparation for the 46th  regular session of the OAS General Assembly which will take place on June 13-15, 2016 in Santo Domingo, Dominican Republic.

My name is Marta Pujadas and along with Ivan Gonzalez from TUCA and Maria Claudia Camacho from the OAS, will be moderating this Working Group. I am currently the President of the Trade Union  Technical Advisory Council (COSATE), which is one of the permanent consultative bodies of the Inter-American Conference of Ministers of Labor (OAS), and along with brothers and sisters leaders we form a working labor union group with support from TUCA.

In this opportunity, along with my co-moderators, we will be promoting dialogue among trade union leaders in the Americas and facilitating  the formulation of concrete recommendations about the draft Declaration of Santo Domingo: “Institutional Strengthening for Sustainable Development in the Americas”.   In order to start with the dialogue, I will invite you to review the Draft Declaration included in the Forum, and present some thoughts or comments.
